Project Information

Located in the rapidly expanding City of Gretna jurisdiction, Forest City Recreation Area (formerly WP-4) will provide a unique outdoor recreation opportunity amongst the urban development. It is a flood control structure with a 15-acre reservoir contained within 80 acres of public recreation area. A closed loop trail around the lake will provide access to ample angler access features, along with native grasses and wildlife in the recreation area. Two kayak launches (one ADA accessible) will provide access to the 15 acre no-wake lake, and three very large breakwater structures will provide fantastic angling opportunities into deep water. The fishing pier will allow for wheelchair access for additional accessibility. The future Schram Road connection will also serve as the water quality basin embankment.

Supplemental funding from both Nebraska Water Sustainability Fund and Federal Emergency Management Agency (FEMA) Building Resilient Infrastructure and Communities (BRIC) were granted for WP-4 due to the flood reduction benefits provided by the project. The City of Gretna will take over ownership and maintenance of the recreation area, while the Papio NRD will maintain the dam structure. Nebraska Game and Parks Commission will begin stocking the lake with fish as soon as there are sufficient water depths for the species to survive.

Project Highlights

This rock check dam slows water in the stream and allows sediment and nutrients to settle out before water is released into the main reservoir.
Construction began in April 2023 and was completed October 2025.
This site features accessible fishing from the dock or several shoreline spots. At the access point off Schram Road is a picnic shelter and accessible and primitive kayak/canoe launches.
